Dave Matthews

Dave Matthews serves as the CEO of Reflejo, providing strategic leadership shaped by more than a decade of cross-cultural ministry and mobilization experience. Born in Lima, Peru and later raised in Miami, Dave received a missionary call at age 14 and went on to study at Moody Bible Institute where he and his wife, Sarah, met. His ministry background includes work among the Lebanese diaspora in Paraguay, service within Afghan refugee communities in the United States, and early efforts to establish a Latin American sending base in Panama.

Dave founded the Latin American Pashtun Adoption Network (RAP) and later launched Reflejo with the vision of empowering Latino missionaries to engage unreached peoples. Today, he leads Reflejo’s organizational direction, mobilization strategy, and global partnerships. He is bilingual in Spanish and English, with functional Portuguese, and is the author of Cómo Enviar 100 Misioneros, a practical guide for leaders building mission sending structures.

Cindy Cunningham

Cindy Cunningham serves as the Chair of Reflejo’s Board, bringing more than forty years of cross-cultural ministry, nonprofit leadership, and organizational development experience. A bilingual former missionary to Mexico, she has founded and led nonprofits, served as a Licensed Professional Counselor, and contributed to anti–human trafficking initiatives while also holding roles in program supervision, grant writing, and educational leadership.

Cindy first connected with Reflejo in 2022, when she was invited to facilitate the RAP meetings in Costa Rica. Following that event, she joined Reflejo to develop the Member Care Department, where she established the systems and policies that shaped Reflejo’s early operational structure. Nate Tobey

Nate Tobey serves as the Treasurer of Reflejo’s Board and brings seasoned leadership from his work in Wisconsin both in the corporate sector and in pastoral ministry. He spent many years at Kohl’s Corporation in senior leadership roles—including Vice President and Category Merchandise Manager—where he contributed to strategic planning, merchandising oversight, and organizational execution within a Fortune 500 retail environment. Nate is currently the Director of Administration and Gospel Advancement at Kettlebrook Church.

As one of Reflejo’s founding board members, Nate provides financial wisdom, governance stability, and longstanding commitment to advancing Reflejo’s mission through disciplined stewardship and prayerful leadership.

Treasurer | Slinger, WI

Amanda Marshall

Amanda Marshall serves as Secretary of Reflejo’s Board, bringing organizational discipline shaped by nine years as a high school science teacher at Hartford Union High School, where she served on leadership teams focused on school vision and strategic goals.

Amanda has followed and supported Reflejo since its inception through her church community, giving her long-term familiarity with the organization’s development and needs. She contributes strengths in documentation, structured communication, and collaborative decision making.

Jon Reichert

Jon Reichert brings executive financial leadership to Reflejo’s Board of Directors. Jon is the Chief Financial Officer of Novo Mission. His background spans global financial management, international consulting, and disaster response with Samaritan’s Purse. 

Jon holds a BA in Cross Cultural Studies and an MA in Global Leadership and Sustainable Development, grounding his financial work in a strong missiological framework. His experience managing national and international programs, along with years of involvement in missions focused organizations, enables him to offer informed oversight and operational insight to Reflejo. 

Jon has supported Reflejo from the early stages and contributes global perspective, disciplined financial governance, and strong alignment with the organization’s mission to empower Latino missionaries.

Jeff Vredenbregt

Jeff Vredenbregt brings longstanding executive financial authority to Reflejo’s Board. He served for 35 years as Senior Managing Director and Chief Financial Officer at Ziegler, a national investment bank serving nonprofit sectors, where he oversaw high-level financial governance and regulatory compliance.

Jeff’s earlier career includes public accounting and international financial roles. He holds both a B.B.A. and M.B.A. in Accounting from the University of Wisconsin–Milwaukee and is a member of national and state CPA and management accounting organizations. His deep experience in executive finance and nonprofit aligned leadership strengthens Reflejo’s board with seasoned judgment and high trust financial oversight.

Carlos Negrón

Carlos Negrón serves on Reflejo’s Board, contributing decades of cross-cultural ministry experience and a strong background in church-to-mission mobilization. Born and raised in Puerto Rico, Carlos holds a degree in History from the University of Puerto Rico and received his missionary calling in the 1990s during a period of social and political unrest.

Carlos spent significant years serving Arab communities in Brooklyn before becoming a cross-cultural missionary in Indonesia with Pioneers and Mustard Seed International. His work spans diaspora ministry, field missions, and leadership training across diverse cultural contexts.

He currently lives in Florida with his wife, Marisol, and their three children, and serves as Director of Church Relations for Missio Nexus. This role positions him at the intersection of churches, mission agencies, and global networks—expertise he brings directly into Reflejo’s governance and strategic direction.
